I have one file that is causing issues for all users and receiving the below errors.
We are running PowerGeopak SS10 08.11.09.918 for this particular project.

Try to run the program using the: Icon > Right Click > "Run as Administrator" option. You may need to do this once after a program was updated or the first time a new user tries to run the program the first time. After running once as Administrator, you should be able to run the program as a standard user.
If that does not work, then you may need to try some specific/common attempts to repair your installation, like:
