Looking at the best resource for a new programer to get familiar with powershell. ( examples etc...)
I remember that we had to run two command to disable or enable a window policy etc...

One thing to remember - the ProjectWise PowerShell module pwps_dab only works with PowerShell 5.1. When reviewing materials check if it's for a later PowerShell 6 or 7. Some newer stuff won't run in 5.
The policy you're thinking off is the powershell execution policy, Microsoft's explanation is here: about Execution Policies - PowerShell | Microsoft Learn
If you remember the days when one of the (many) ways Windows computers got malware was via emailed vbscripts, the execution policy is a way to minimize this for powershell. It blocks script files from being run on workstations by default. You can run command lines individually but scripts won't run.
You can change the default for your account on your comuter by running:
Set-ExecutionPolicy -ExecutionPolicy RemoteSigned -Scope CurrentUser
I don't recommend running with a less restrictive policy than remote signed. You can change the setting to affect the whole computer by change the scope to LocalMachine.
