When launching ProjectWise Administrator and ProjectWise Explorer seeing a red X on the datasource Icon; This issue was specific to having a SQL database. Looking at turned up dmskrnl.log files noticed the ERROR below:

The cause of the issue is to be a corrupt index.
***if you do not have access to SQL Studio Management it is highly advised to get a DBA or someone who has knowledge of databases to do this task.****
1. In SQL Management studio navigate down to dms_acfg and expand the index folder, right click and delete index.
2. Execute SQL query (obtained from Support) create a SR via the web and have Integration Server version ready.
3. After executing the query, refresh database view and right click on the i_dms_acfg index and click on rebuild
4. Make sure you close out and ProjectWise Administrators on the server. Restart the ProjectWise Integration server service
