The &#39;gothca&#39; here is that Navigator doesn&#39;t open your DWG directly, it creates an overlay.dgn and attaches your DWG to it. If you were to create that same scenario in MicroStation (attach your dwg as a reference to a dgn file) you&#39;d see the same behavior. The solution at this time is from within the Cell Library dialog - do a FIle&gt;Attach and attach the DWG as a cell library to the overlay.dgn.
