So I can place the same cells. 
 In Navigator when I open the dwg, these cells are not available in the cell library. The &amp;#39;gothca&amp;#39; here is that Navigator doesn&amp;#39;t open your DWG directly, it creates an overlay.dgn and attaches your DWG to it.  If you were to create that same scenario in MicroStation (attach your dwg as a reference to a dgn file) you&amp;#39;d see the same behavior. The solution at this time is from within the Cell Library dialog - do a FIle&amp;gt;Attach and attach the DWG as a cell library to the overlay.dgn.   I hope this helps.&lt;br /&gt;
