With V8I not being supported, is there a Bentley product that will help me with the following:
a small contradiction exists in your question: You are asking about DGN viewer, but in the text you mentioned redlining, which is not viewing, but extra functionality.
As you realized, Bentley Navigator V8i, which was always targeted primarily to 3D models and reviewing functionality (markups, issues...) and was based on MicroStation engine, has been discontinued. But still two options exist: Bentley View CONNECT Edition and Bentley Navigator CONNECT Edition.
For viewing (primarily 2D files) Bentley offers Bentley View, both in V8i and (after many complains from users) also in CE version. In relation to your post, the features are:

Thank you for the info, Bentley view is what I'm looking for. now does anyone know if I can add our custom VBA to it? so they can have one button plotting, draw redlines and text.
Navigator V8i is still supported and able to be downloaded. Support will expire in 2021-01-01. Have you tried to open your DGN files with the 08.11.09.713 version? As it has been available for some time, it currently has more functionality that the Connect Edition Navigator and it should be able to handle your requests. Bentley View is just a viewing tool and does not handle redlines.
Navigator V8I works today for us, we have added custom stuff so it works for what we need. If I can I will stay with that. But looking at the future I need to figure something out. thanks for letting me know I have until 2021.

No, Bentley View is view only product, no customization through VBA or other development is available.

I think View does not offer GUI customization tools, but at the end, it's based on the same engine as MicroStation, so maybe dgnlib created in MicroStation can be used? But it's just an idea, not tested.

Ok I figured out how to see web links in Bentley view connect edition one thing down. Does anyone know if you can save-as the drawings? and still trying to figure out how we can mark up the drawing without sending it to PDF and marking it there. thanks for all the help so far I'm learning lots.
