Where i can download Navigator CE? The distribution is missing from the download center.

as far as I know (and I guess it was discussed somewhere in the past), Bentley Navigator is deprecated product, so I assume it was removed from download pages for this reason.
In fact it was not developed for quite long time. Seeing in my archive, it seems the last version was 10.02, released nearly 1.5 year ago.
The replacement is iTwin Design Review (cloud) service.

Far too slow compared to the competition.
Hamstrung by the hard-to-use Clip Volume and dodgy clash tools inherited from Mstn.
Poor 2d/3d back-referencing / Hypermodeling support missed the opportunity to double down on Mstn's inherent 'you can ramp up to BIM at your own speed' CAD/BIM modeling advantages... leaving others to fill in the gap.
Hopefully, ITDR will fare better.

We will see. But there is one huge difference (even when compared with competitors): The technology itself is open-source. So anybody can build own client, add own functionality, to sell extra features, using available library and on top of Bentley commercial proprietary iModel Hub (which is primarily iModel specialized cloud ;-).
What I see is that the technology is developed really fast with a lot of interesting ideas for future. I cannot evaluate how valuable it can be for engineering company, but at least with iTwin.js (recently renamed from iModel.js) Bentley have returned back to their origin and where they are the best: to create technology.

I need not-cloud product with best performance and technologies now, not ideas for future. I don't have time and budget to build own client from iModel.js.

You may want to check ITDR out anyway.
Looking at Mstn CE Update 15, it is being integrated into Mstn. Update 14 includes a Synchronizer.
ITDR should be a lot faster. Apparently, it uses a HLOD file format that is designed to handle massive files. Mstn does not support this for dgns but does handle reality meshes and point clouds this way, apparently.
Not sure if the imodels that are Ref attached in Mstn are streamed like this as well.
In any case, ITDR should be a lot faster than Navigator and can be used in conjunction with versioning to enable more selective clash detection. Something that was sorely missed in Navigator.
I believe that there is also some Synchro and LumenRT integration planned. There is also iTwins Design Validation. This combined with the Issues Resolution Service introduced in Update 10 should be able to handle and go beyond those tasks that were previously handled by Navigator and Navisworks.
if you are barred from using the web, then it may be still possible to do clash detection using imodels.... which I understand can be Ref attached in Mstn.
What about non-cloud ITDR ? (private cloud or...)
Private cloud: no idea... you will need to contact Bentley.
