Note that this issue does not appear to be resolved in SS5.

WOW. That worked!

The procedure / steps within the software want to give the file a different name (it defaults with a number) 07T714_P_Facilities1.overlay.dgn, so manually correct the name accordingly. This gave me the intended outcome.

Yes, I'm able to reproduce this and it seems to be a regression, I'll file a TR for this for tracking purpose. As a workaround after opening the Composition file with links (added using NamedGroups) into Navigator's overlay, Turn OFF the Markers using View Attributes and Save the Overlay. Now reopen that saved Overlay, and Turn Markers back to ON. Now you should see their icons fine, and remember to save the changes so that they appear the same next time you open it.

To help provide more information regarding what I am trying to do, while in Composer via the View tab>Named Groups>rt clk>edit links, the images attached are the paths to the intended files.
