Opening in Bluebeam vs PDF Markup

Hi, 

In Deliverables Management when reviewing files via ProjectWise Explorer and the DM connector  at one point on the users PC, they were able to open PDF in Bluebeam. Then something changed and we cannot pinpoint what, all of  a sudden it opens the files in PDF Markup in the web. We have disabled the following option in the installer (screenshot) thinking that was what controls it however any time you click on a pdf via the incoming or outgoing DM connector window it opens via PDF Markup in the web.
