The Help file states:
After you create a bulkload file, ProjectWise creates a data file to tell you details about your planned bulkload. You can view and edit this file with any text editor. This file lists each item to be loaded and enables you to edit fields to reflect updated information in ProjectWise. For example, you can edit an item's Description field in the text editor. When you display the document's properties in ProjectWise, you can see the updates that you made in the data file.
This statement does not specifically state that environment attribute can be included, looks like it may be possible though.. is it?

I could be using the wrong tool...
I just found ... PWIMPT.EXE under: C:\Program Files (x86)\Bentley\ProjectWise\bin
This looks like it may be a better tool then bulk load, but it asks for a script ... script is probably what I need to provide document attributes .. if so.. where do start to learn about scripts?
Oops, *blush*, Bentley made this process so simple. Project Wise Explorer > Tools > Create Excel Template
Then add rules/formulas to the template to apply meta data based on the existing path and file name (this will obviously differ from company to company)
The .. Project Wise Explorer > Tools > Import from Excel
