According to the ProjectWise Readme that provides the requirements for ProjectWise, SQL 2014 is not listed and therefore is currently not supported with ProjectWise SS4. The disadvantage would be that Bentley support would not be able to support you with this configuration.

I have installed Projectwise ss4 using sql express 2008 r2. If I want to upgrade it to SQL server 2008 R2 license later? does it affect the PW?

Upgrading from SQL Express 2008R2 to SQL server 2008 R2 should not affect the ProjectWise database.
