ProjectWise Web Server with ProjectWise Publishing server display of hybrid drawings in monochrome

When viewing hybrid drawings (DGN with scanned tif or cit of original attached) in the VPR ActiveX control doesn't display the raster very well when using monochrome display.

Normally you would expect the background to be white and the foreground to be black. What we are getting is fore and background colour white and when the boundary between the for and background when aliasing (when one original image pixel is less than one screen pixel) showing in gray.

I have found that when using Publisher directly (using the examples site) this only happens when using iip=1 in the query string.

Is there a way to force the ProjectWise web viewer page to not use the iip=1 parameter for hybrid drawings?
