It looks like this - I want the destination to be where the PDF -- PDF folder is, but ICS creates the tree at the bottom instead.

hi Dan,
This is not about a difference in *displaying* names vs. descriptions. It is about Composition Server creating folders and using descriptions instead of names, to create a completely new folder tree. It doesn't make any difference whether Display descriptions is on or off.

I should add that normally the user would just get an error, because they would not have rights to create root folders - the behaviour above is when running as admin.

I'll leave your Composition Server questions to someone else, but if you are seeing folder descriptions "as names", check your user settings and see if you have the user setting "Display descriptions" under "User Interface" enabled. If you do, try disabling it and see if that "fixes" the problem of your folders having their names created with descriptions.
