Documents reverting back to Design when Workflow changed

Question

I notice that once a file is Published it can still be reverted back to design at the same version if you change the workflow on the file. This is highly undesirable as is assummed once published this document should not be able to be changed or knocked back to 'Design'.

Yes, I can understood this issue. 
 Could you try with some other files ? Means this issue is facing with only one file or all the files ? 
 If it is there in only one file, then you can do the below steps to change the state of the file. 
 1. Close the Projectwise 
 2. Go to Registry and stop the Workflow rule engine. 
 3. Open the Projectwise ( there is now workflow rule is working now ) 
 4. Go to that project and select the file and change the state "Next" Now the drawing file id getting approved.
