In PWDM, the user will be able to see transmittals even if he/she is not an administrator unless these are marked as confidential. But in PWE, the visibility of the documents which are residing in the folders (not the PWDM folders - Inbox, Sent, Drafts) will be access controlled.

We knew that, but will it be possible for this new person (if he or she is given the Admin role?) And inside PWE – will he/she has visibility too (if she has no Admin access vs with Admin accesse)

If the pas transmittals are not marked as confidential, the new project participant will be able to see the transmittals. Please refer below snapshot, which highlights the confidential data option:
