This is a new occurrence of an old problem with no solution so far. A user is working in Power InRoads Ss10. After creating a file and adding references, they exit and when they try an open the files, once the session starts, the login to datasource dialog box opens. Logging in or cancelling seems to have the same results- the file never opens and the sessions exit.
A copy was made of the file and the process repeated and the same result occurs.
Further testing revealed that the file fails to open even if accessed from the working directory outside of ProjectWise. In that case, the desktop opens, but the file never loads. A limited number of toolbars load, but there is no main menu or views.
It was also discovered that the files will open in PowerInRoads Ss2.

Under your user settings>Documents , is the setting "Allow several users to fetch documents to the same location" enabled as shown?
We do not have it on. Do you think this is the issue? What exactly does this mean?

It allows multiple people to access the files from the storage location after they are brought down. This works by allowing multiple users to access the files in the working directory. Just a hunch here, but the system may be recognizing the login from MicroStation as a different user since it's likely a different process thread. I do know this issue has been resolved in later releases of ProjectWise (10.00.03.334 and 10.00.03.434) this workaround might allow you to work. I would test it on a couple of users before applying widespread.
My PW Admin explained that since we were seeing this message no matter who tried to open the file, this was more that something one setting for a few users might fix.
Also, it was her impression that this was intended for use if multiple users shared the same working folder structure, which is not the case on our system.
And as stated in the original post, this file was a problem even if opened outside of ProjectWise.
This suggestion is to see if the workaround will allow the file to open. What version of ProjectWise Explorer are you running as well?
