    Help with Projectwise Interplot Organizer Error: "OPENERR, Cannot open input file - No such file or directory"

    One of my users created an *.ips file that will not open in Projectwise Interplot Organizer giving the following error message (file copied from off our network to my desktop)

      "OPENERR, Cannot open input file C:\Users\williamsae\Desktop\test.ips - No such file or directory"

    I have searched through google and online forums for a solution or explanation and have come up with nothing. I have seen people with this error when trying to run executables or other such files requiring a library that is missing (resulting in this error) but that does not seem applicable for an *.ips file. Likewise people have this error when running a 32 bit on a 64 bit computer (and vice versa) but that also is not applicable to our case.

    Relevant information:
     - File was created on the same machine that it tried to be run on as well as trying to open on 3 different machines, all using the same windows/image.
     - Error has occurred one other time in the past according to user. 
     - Version of ProjectWise Interplot Organizer Connect Edition - 10.00.01.22
     - So far only one user has reported this problem.
     - File has this error no matter what directory the file is in

    Thank you and looking forward to a possible explanation/solution
