With the personal workspace being defined in Projectwise (under tools>options), any change I make in connect edition alters V8i and vice versa. I want to set Connect to have a separate userpref than v8i, but am unable to. In a perfect world, I'd love them to share the .upf, but realize this is not possible.
If I keep it default for both programs, it works correctly with V8i, any changes I make saves and everything is great. On Connect, all the toolboxes are saved, but my icon size, task bar, and background do not save.
What is the best move here?

That's a ProjectWise issue. Move your post to the ProjectWise Forum.
MicroStation CONNECT and MicroStation V8i use different user settings. When used without ProjectWise, they store their files in different locations. You can use MicroStation CONNECT alongside MicroStation V8i on the same computer.

Yes: it's apples and oranges. The apple being a 64-bit app and the orange being a 32-bit app. The binary formats of the UPF differ, so can't be shared.

I don't believe you can do it in the Personal Workspace. But as Jon says, check in the the ProjectWise forum as well.
The personal workspace doesn't allow directives in it so you can't do a %if to test for V8i vs. Connect.
If you have admin access you can create a User level CSB in ProjectWise administrator and then tie that to your user account. The User level CSB's in PWAdmin can include directives so you can do:

# V8i Stuff Here
%if defined (_VERSION_10_0)
# Connect Stuff Here
But from PW Explorer you won't be able to modify or see that CSB.
