&lt;p&gt;Not sure if this is the same issue, but we have discovered we get the same &amp;quot;not found&amp;quot; issue if any attached references include references in them locked to older versions (Our datasource has references version locking enabled). We&amp;#39;ve found that going to the reference file and setting all of its references to use active versions resolves this issue. I believe I nailed it down to a bug in CONNECT U16/ORD 2021 R1. The files I am experiencing the issue with were mostly created with ORD 2020 R3. I believe that CONNECT 16ORD 2021 R1 believes the files are a non-campatible file and reports the files as not found unless they already exist on your local working directory.&lt;/p&gt;
&lt;p&gt;I realized today that my office PC was running CONNECT U15 while my laptop has CONNECT U16. I did not see the issue with referencing files with my office PC. I installed U16.1 on my office PC and then I had the reference file issue. I also installed U16.2 to verify the new version was having the same issue.&lt;/p&gt;

I did figure out if I remote into my office PC I do not have an issue attaching references. It is when I use my laptop working at home. Same data sources are setup on both. My PW Admin colleague had me use his Connection Client account to login and using that his login the issue is resolved. &lt;p&gt;Thanks for the reply. I looked at thread you posted. Our issue seems different. If files are already attached I do not receive any messages of files not found. It is only when I go to attach a file that does not already exist in my local working directly.&lt;/p&gt;
&lt;p&gt;I think I am narrowing it down to something with the Datasource Listings in the Network Configuration. I am working remote and using a cloud service hosted by Bentley. If I remote into a pc I have at the office with a physical connection to our caching server I do not have the issue. I can attach the files that I am not able to using the cloud service. If I attach the files using my office pc I am able to open that same file on my laptop and the references are copied to my local working directory on my laptop. &lt;p&gt;I&amp;#39;m not sure you understood what I am saying. The file that is showing as not found was not previously attached to my file. I am trying to reference that file for the first time and when I use Reference Manager and select Attach, the ProjectWise Explorer dialog appears. I select the C1_20R3_CORR_NEST.dgn file to be attached. Clicking OK I get the message that it does not exist..&lt;/p&gt;
&lt;p&gt;So it is being found if was previously attached. We do have Save Relative Path enable with our reference config variable. I believe we&amp;#39;ve had that set from the beginning and we did not have an issue prior to this.&lt;/p&gt;
&lt;p&gt;I also opened my local working directory and deleted all the local copies of everything.
