WRE Serverside and Messaging (E-mails)

Question

Working with WRE Client Side and sending e-mails works fine, but when WRE is shifted to Serverside, then we do not see any e-mails. Not sure why. Normally we request e-mails by (Open Dialog), but no dialog box is shown. when a state is changed. 
 My guess could be some firewall rule on server, but e-mails work fine with iCS for PDF. 
 Has anyone experienced this? 
 Integration Server 10.00.03.299 (3.2SR4). 
 Client 10.00.03.434

Hi, this functionality was not ported to Rules Engine server side processing (PBI 953822). The workaround for now is to use Power Automate ((https://docs.microsoft.com/en-us/connectors/bentley/). We are investigating bringing this back in a future release.
