Is ProjectWise Administrator compatible with Windows 11?

I installed PW Administrator (03.299 build for compatibility with OpenRoads) on my Windows 11 PC today to take care of some licensing. But the program would not run correctly. When I launched the program, it displayed this message:
mmc.exe - Entry Point Not Found
    The procedure entry point
    ?_SetValue@ConfigManager@@AAEHABV?$basic_string_WU?$char
    _traits@_W@std@@V?allocator@_W@2@@std@@0_NVProcessing
Options@1@@Z could not be located in the dynamic link library
    C:\Program Files (x86)\Bentley\ProjectWise\bin\pwadmin.dll
When I click OK, PW Administrator came up, but in a non-working mode. The right half of the program displayed
MMC could not create the snap-in. The snap-in may have been installed incorrectly.
The original error (that pops up when launching PW Administrator) will reappear about every 5-10 minutes after the non-working PW Administrator is running.
I searched this error thinking it was more a Microsoft issue rather than a Bentley one, and saw a page with some helpful suggestions. But they involved some registry hacking. One suggestion was to remove the key under Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MMC\SnapIns\ that has the number matching the error... except there was no subkey matching the error number.
I'm wondering if this is related to trying to run PWA on Windows 11. Because PWS uses a.msc and not a .exe, I cannot set compatibility mode to Windows 18 0r 8 to see if that turns the trick.
    Any info/suggestions are appreciated... thanks!

I have determined an answer to this question. When my Windows 11 PC was provided to to me, it already had the 10.00.03.453 build of ProjectWise (PW) Explorer installed on it. When I went to install PW…
