ProjectWise Web is for developed users who typically do not work with design files.  Currently, the only way to open design files (dwg, dgn, rvt, etc) is to download the file and open it with that native application on your desktop, or a viewer such as Bentley View. We are working on a capability to view design files in a viewer in ProjectWise Web.  Stay tuned.
