When running any of the document processors in ProjectWise (Thumbnail Extraction, Full Text Indexing, File Property Extraction), at times you might notice certain files are not being processed as expected.
The ProjectWise Implentation guide describes the requirements, as far as ifilters or applications to be installed on the server, however this process will allow you to test that the server is able to extract the data using what's installed.

2. The test window will open that will allow you to point to a local file (you may need to export out of ProjectWise first) and test the Text, Thumbnail or Properties
3. This will test that the server is able to extract the data based on the ifilters installed on the server.
If this succeeds, then all should work in ProjectWise and further troubleshooting will need to be followed as to why it is not.
If it fails, then either there is not a filter installed on the server to run the extraction or there is some other problem with the file itself and ProjectWise also will not be able to do so.
NOTE: an exception is running an "extract texts" test against design files will not work, as this tool will not be able to utilize the MicroStation processor
This error appears when a thumbnail cannot be found for a dgn file that had a different extension. Renaming the file to .dgn allowed the thumbnail to show.
To solve this in ProjectWise, either rename the file to the standard .dgn, or configure the file type associations in the ProjectWise administrator (right click on thumbnail extraction-properties-file type assciations tab) to map the files extension to dgn.
