Problem

After opening a pdf from ProjectWise, and sometimes get the Adobe error
"There was an error opening this document. This file cannot be found."
Then opening a dgn or dwg into MicroStation, MicroStation actually
opens the pdf file

Solution

The program association for the Adobe files had "enable legacy
integration" option turned on, unchecking that resolved the issue.
