I am placing reinforcing using the Single Rebarset placement tool. Once I have placed thebars in the correct location I save and exit out of the command. When I exit the file and re-open it I notice that the reinforcing bar's cover have changed automatically to the outside of the concrete.
Is this because of the method of placement?
I have attached a video of my procedure and what happens once I re-open the file.

I have placed some more bars using the polygon method and I am now having the same problem with the bars moving when re-opening the file.
When I double click on the rebar, open and close the command it moves the rebar back to its correct location where it was before I closed the program originally.
I'm wondering if this is a workflow issue? Jeff was placing rebar in a reference file of concrete features. I did a test and I too got this issue when placing rebar in a reference. This was not an issue when placing rebar within the concrete model without references.
