1- In rebar set such as Irregular Dispatch reinforcing please add properties rebar cover for each face when select. For now must create guide line then move and edit, it need many times
2- And when make many rebar set each layer will automatic set or manually change layer set

Irregular Dispatch method is completely custom reinforcing category and in this method the reinforcing follows the guidelines. So whatever cover you need, you can set while placing the guidelines.
Also in further extent you can use Variable and Constraints so that it can react according to the variable.
See the attached video to get idea, how you can play with Variables and constraints to work with reinforcing.

1- About the cover I need is when I place rebar set the rebar will offset with surface of guidelines, it is cover with concrete part.
2- Layer rebar: example the rebar layer 1 was place then rebar layer 2 will automatic can offset one dia of rebar layer 1. And the layer can changer.
