How can I export all my user shapes for someone else to upload onto their machine?
Yes you can. Just copy the content of the Usershape folder, means all the Subfolders together with the PSP files in the Usershape folder of the other machine.

Johannes, we're attempting to share parts and have copied the User Shape folder and the dgn that were created when part was made. But what are PSP files, are they *.sve files?

Johannes we are trying to share USER PARTS, not user shapes. How can we achieve this.
Our part are located here:
C:\ProgramData\Bentley\CONNECT Edition\Configuration\WorkSpaces\USA_Canada_Metric\Standards\ProStructures\UserParts
we've to copied what was inside this folder structure, but when we open a file we cannot see any of those new parts.

As Johannes said, you simply need to copy the folder contents from one machine to another machine. We request you to please follow the below wiki link which explains in detail this process.
