I'm not sure where to post this question / prayer, so please point me in another direction if it is not supposed to be here.
If you select a node, and then open the MicroStation properties dialog (the full dialog, not the pop-up that's available on the context sensitive toolbar) you'll see a property for the baseline reference. This lets you pick a linear element, and the station and offset values of a normal raised from the node to the linear are returned. The values update if a node is moved.

This information is also written to the Storm Water Nodes FlexTable. It is not available in the Hydraulic Analysis FlexTables for manholes, catch basins etc yet, although I plan to include it there as well.

You can use this information in a label in the Drawing Production tools, and you can try this for plan annotation in ORD Update 3. The functionality has been enhanced to support profiles and cross sections for Update 4.

To place a node at a specific station and offset, use Civil AccuDraw.

Regards,
