I've done a service request on this but thought I'd put it out there in case there is a quick response / solution.
I observed a newer version of Bentley Rail Track on the select server so decided to download to update the older version I had installed. Running the exe file appeared to remove the old version and installed the new version which failed to load the BRT explorer window on startup. I have now removed all the Bentley products today taking care to remove any residual trails left behind (a clean uninstall).
I have re-installed on my Windows 10 laptop (in this order) Connection Client 10.00.13.17, Microstation 08.11.09.832, Powerdraft 10.10.00.23, Projectwise 10.00.03.49 and Bentley Rail Track 08.11.09.903.
Microstation, Powerdraft and Projectwise all appear to be working fine and together but opening BRT opens Microstation as normal but does not complete startup by opening the BRT browser window. Microstation appears to install the civil tools under the tasks tool and even the Subsurface Utility dropdown menu so things are happening. Can anyone advise what file I can run to launch this BRT window? I know the older Select Series 2 version could launch from running CivUstAT.ma but this file is no longer available and seems now the startup process is a lot more interlaced with configuration files.

Took a while but have managed to solve this.
It appears RailTrack.3.1.cfg was not pointing to the registry correctly.

I am having the exact same issue. What did you modify in RailTrack.3.1.cfg?
Ok figured it out.
Changed the INROADS_PATH to look for the Rail Track(SELECTseries 4) registry key where it was looking for an InRoads (SELECTSeries 4) key that did not exist.
Nice one - not quite sure why this would even happen but a little bit pleased it isn't just me having this issue.
For others, here is the fix...
Locate C:\Program Files (x86)\Bentley\MicroStation V8i (SELECTseries)\MicroStation\config\appl\RailTrack.3.1.cfg
On the 8th line down change InRoads Group from the following path to Rail Track
INROADS_PATH=${registryread{"HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Bentley\InRoads Group(SELECTseries 4)\08.11.09\PathName"}}
Suggest you check your registry path first so the paths match, mine was like this:
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Bentley\Rail Track(SELECTseries 4)
Save the cfg file then launch BRT - should load as expected. You may need admin rights to change this file.
