My company is in the preliminary stages of incorporating Open Rail for future projects. I am trying to learn the basics of setting up a workspace and a workset that we can use once the projects start. We will not be using ProjectWise. I've found some information on this site explaining the function of the workspace/workset, but I have not been able to find detailed info on the process of setting it up. I need to be able to drop in the cell libraries, level libraries etc. so when the designers begin working with this software they have what they need. Does Bentley's training information cover this in detail, if so where can I find this. If not what would be my best option to learn how this works.
You can have a look on this one:
https://learn.bentley.com/app/Public/ViewLearningPathDetails?lpId=111346
Basically you can set the workspaces location in"C:\ProgramData\Bentley\OpenRail Designer CE\Configuration\WorkSpaceSetup.cfg"
Then all workspaces have default folders to help you adding your standards, like:
"C:\ProgramData\Bentley\OpenRail Designer CE\Configuration\WorkSpaces\Metric Standards\Standards"
So you have to drop your dgnlibs, cells, ... in folders below standards and they should be automatically used. But many times configuration is looking on names like *feature*.dgnlib, so you must name files in this way to avoid editing too many variables.
You can check that it is used by editing the workspace configuration file and check variables. Sometimes you have to add some.

NO NATE! THERE IS NOTHING!
...actually there is a lot of great information that Chuck posted on the learn server if you have that. There is also a lot of built in help files that explain the new workspace set up and notes in the cfg files on how to customize it for a project. It should be included in the installs and for sure a lot of great information on youtube and the communities page. Most of the stuff can be found in the OpenRoads as most of it is the same save for some specific rail info.
