Design Standards for Rail

 Are there specific rules for design standards for OpenRail Designer, I see that Openrail uses OpenRoads standards?

No. Actually there is nothing dedicated to rail. It is always possible to set standards for horizontal and vertical alignment such as radius, length of elements, transition table but nothing rail specific.
