It is not a full implementation of what used to be in V8i. This file is missing, but not mandatory. You can copy an existing dgn file from C:\ProgramData\Bentley\OpenRail Designer CE\Configuration\Organization-Civil\_Civil Default Standards - Metric\Signal Sighting and change it. One thing that doesn't look to work is the Model Type. That was to group items. Again not mandatory. Each item (like a signal) is stored in its own dgn.

It is mainly based on levels to switch ON/OFF using the edit signal properties. This old document describes the level naming convention.
