I am trying to connect my i-model to excel using the ODBC driver version 1.6 but can only export i-model version 2.0 from OpenRail. Has support for version 1.6 been removed in the latest release?

Yes 1.6 has been removed from the interface. However if it is still installed you should find a folder: "C:\Program Files\Bentley\ItgDgnDbImporter 1.5"
There are PDF with how to publish to 1.6 or 2.0 out of the application.

Do you know if there is a way of representing an imodel 2.0 file in tabular form in either excel or access?
You can still use imodel odbc 1.6 to extract information from the i.dgn that is always created even if you publish to imodel 2.0https://store.bentley.com/en/products/iware/1000IMODBCD--iModel-ODBC-Driver-16
imodel 2.0 is SQLite database. I am not an expert but it does allow many things.
