What would the best method be for creating the Third Rail? There seems to be no option anymore to just simply create left or right rails, it appears you are forced into creating both rails, so I essentially can't cheat the system by using the alignment with gauge 0mm and only creating one rail.

You can use corridor or linear template. The template needs 2 points to define the track plane (to be controlled by left and right rails).
You can find an example where I created a 3rd Rail (copy of single rail) where you must use LRail and RRail to be controlled by left and right rail created by the create rail command. I also added parametric constraints for height above track plane and distance from right rail along track plane.
It can be used with corridor or linear template. The main difference is that linear template is using the points of the reference line as interval of calculation.
