I ran your model using the latest STAAD.Pro version (build 20.07.11.33) and can confirm that all the members where designed without errors. So it appears that this issue could be specific to the STAAD.Pro version which you are using.

Have you tried running this model on build 20.07.11.33? If not, you may attach your model here and I could check if that issue still exists in the current STAAD.Pro version.
