So do I model the slab edge as the perimeter and change the deck type and orientation with the Deck Assign Tool?

It's a little misleading. It certainly appears to crash on the top level, but I think it's really crashing when it gets to the 5th level.

There are some warnings related to the slab edges on the 5th level when I run it here. When the slab edges are deleted from the 5th level, then the whole model works.

The various perimeter slab edges/diaphragms are causing the problems. Here's an image to illustrate:

The only issue occurs on the roof level (TOS 06). I sent the model through the secure file upload to have you take a look. It appears beams that are supported by transfer columns are part of the issue.

It's crashing during the design phase, and using the View/Update tool (as well as the beam design - fence tool) works for designing beams. Should I just use this method to chase through the model and find the beams that are causing issues?

The steel column module does work, and I have not tried to run RAM Frame yet.

If it's crashing during the framing table process, prior to design I would check into this topic: communities.bentley.com/.../ram-ss-common-framing-table-errors-tn
Forcing a reframe as mentioned at the bottom is a quick thing to try.
If it's crashing during the design phase I would try using view/update (or report - beam design - fence) on select beams to see if it's all beams, or some specific beam.
Another test is to see if other modules, like the Steel Column and Ram Frame Analysis work or not.
