RAM Connection- deign beam splice of equal strength to base beam?

I need to specify some generic connections in a frame work, rather than quantify the loads at each connection we would like to provide a single bolted beam splice that is of equal (or slightly greater) strength than the beam as a whole.  Is there a simple way to generate such loads- seems like a typical requirement for a 'splice'??

  • As some more background this is for a sub sea frame, all relatively shot members so yield rather than buckling- the frame members have been designed but the operations side want to make large sections of the frame de-mountable (bolted) for ease of maintenance at sea- rather than re-design the frame we'd like to specify a generic bolted flange detail that can be used anywhere in the frame. So axial load is possible as well as moment.
