You should move the SUPPORTS data before the load cases in the input file. You can do this by using the STAAD Editor. Also, one PERFORM ANALYSIS command is enough in your model.

You have used too many perform analysis commands in your file. I have commented the extra commands. I have also changed the position of support specification in editor file for Terrace.std. If you want to analyze the structure for some intermediate load cases you should use 
 Perform analysis 
 change 
 command after that load case. You can find many posts in community regarding these commands.

 Please find attached modified file. I have made some changes in your file as stated below: 
 1. Support specification & seismic definition were written in wrong position in the editor file. I have shifted them to the right position. 
 2. No seismic mass/weight was defined in the file. I have applied self weight. Please add other loads as appropriate. Generally dead load and live load (may or may not reduced) consists seismic weight. 
 3. One of the columns was missing its property. I have provided the property as per your file. 
 4. Seismic load cases should be provided ahead of any other primary load cases. Hence I have shifted the position of those cases. 
 Now the file runs without any error.
