Is it possible to set my RAM Frame wind loads to be generated at an angle? If not, what would be the best way to go about rotating my model?

Program generated wind loads are always applied in the global x and y directions. User generated lateral loads can be defined in any direction.
The Ram DataAccess tool on the web page below can be used to create a copy of the file that is rotated at any angle.

Note that you will need to redefine the lateral loads in the rotated model that is generated.
