Is it possible to see utility ratio just from stresses not based on stability design checks?

You would need to compare these with the Fy value manually.

RE: Stress utility ratio

I use BS5950 & AISC(LRFD). So you want to say that it depends on code that one use? I simply want comparison of sigma=N/A+M/Z with fy.

As I want to design connection based on beam utility ratio. So i don't need stability check, i need stress utility.
For the Limit state design you can also see the utility ratio for strength and serviceability. Which design code you are using or asking for ?
