I am not aware of any plans to add user defined loading types in the near future. However what you can always do is, use one of the existing loading types that is not being used otherwise in your model ( like say Fluids, Ponding, Dust etc. ) as the load type for your user defined loading. You can always adjust the automatic load combination factors by going to Commands > Loading > Edit Auto Load Rules.

The following loading types can be defined in STAAD.Pro --

There is no other option available to add user defined load types.
