Is there an easy way to create a cone shaped plate in STAAD? The structure wizard has a spherical shape, but I don't see an easy way to make a cone.
You could use the spherical generator as a start, then adjust the coordinates to convert it into a cone, you could model one facet and then use circular repeat, you could import something from cad file, or maybe there's a custom cone shaped macro that someone has to share, but there is not one in structure wizard by default.

I had one of those Aha! moments and figured it out. The easiest way would be to model one facet, as you say, but that is facilitated by drawing a beam along the slope of the cone, breaking it into multiple segments and then deleting the beams while leaving the nodes. It's easy with circular repeat after that. It took a little bit of thinking to figure it out.
Did you try using the Cylindrical Surface option within Model type : Surface/Plate Models and providing a different start and end radius for the cylinder ? Here is a sample
