Is there a way to change the "period" for "commas" In staad, and additionally to add a separator (thousands).

There is a SEPERATOR command that allows one to specify a character to be used as a separator in lieu of semi colon however comma is not allowed for that. More details can be found in section 5.6 of the Commands and Input Instructions Manual. Using period for the thousands is not possible.
