Aren't both European and German HE sections are same?

So just change in library makes difference, why?

You should be using European section database instead of German database for the HE columns.

I could only find.cut file, among the files you mentioned.

I was able to design CB connection with HE section in build 20.07.11.90 (thought it may take a bit time). Could you attach that STAAD.Pro model together with files .rcc, .rsd and .cut for the investigation?

I have used HE section as column.

I also wanted to use Bolted end plate column splice for HE section, in order to keep the plate flush wrt to column.

What column section is being used for that CB connection?

Bolted end plate column splice connections are available for hollow sections in EC3 only.

To see the available connection types, go to STAAD.Pro Help -> Contents, then go to STAAD Graphical Environment -> Graphical Interface Help -> RAM Connection Mode -> Getting Started -> Allowable Member Types Per Connection. Also, RAM Connection standalone manual is a good place to look for more detailed information.
