Is it possible to design a moment connection as attached below in RAM,
Of course considering reactions and moments from both side beams (on flange and most imp on web of column)?
Is it possible with Eurocode?
Or we do it only for beam from either flange of column one at a time?

You can enter the left beam size and forces in addition to the right, but the connection program is looking at one side of the connection only. You may note the help for the parameter "Exists opposite connection" says:
Opposite Connection
Flag that shows if there is another beam attached to the support in the opposite side with a similar connection.
This flag is used to assume only the half of the web thickness of the support for the bolt bearing verification in BCW connections.

Then what is the use of specifying forces for opposite connection in moment type of connection?
I'm not sure about EC, but under the AISC calcs, forces input for the opposite connection on a column strong-axis are used for panel zone shear in the column web when the moments are additive (i.e. wind/seismic) and for web compression buckling when the flanges forces are counteracting (i.e. gravity load moments). Just keep an eye on cases where you have different depth beams.

I would assume Eurocode would address those limit states as well, though maybe by a different name....
