In horizontal bracing connection, why weld capacity between the support angle and the gusset is considered for one side only while there is a double angle and each of them is welded to the gusset plate?
That would appear to be a defect. I tested using a single and a double clip angle and the weld capacity is the same either way. I will log it.

I found a similar occurrence for bolted double angle connections. Doing a Google search I found Shady Abdlemessih's question above, so leads me to believe it is a RAM Connection error.
I think this was fixed in version 13. Reference Defect 918856:Horizontal brace, welded clip angles, weld capacity for double angles based on single weld only
