Does RAM concept factor the transfer loads for "rule set design->strength design"? and where can I view what factors it uses for this? Thanks

Check the Criteria - Load Combinations to see what load factors we use in Strength Design combos. You can also edit the factors there.

It depends on the code of course, but it uses the worst case. Check the program manual. e.g. Section 11.7 which discusses alt envelope factors and the code specific chapter e.g. 61.2 ACI 318-11 default load combinations.
