Knife plate connection

In Knife plate connection, in checking brace tension rupture, and while calculating the "U" (Shear lag Coefficient)  the "l" of table D3.1 is taken as the spacing between the bolts when it should be taken as the length of the connection that's to say the length of the weld in the knife plate.  By taking the spacing of the bolts, it gives a unit check of -86 as per the below snapshots. Please advise your comments.
