How do you bring in the load combinations from RAM frame to RAM connection. There is a check box in RAM connection to "include RAM Frame Steel Provision Mode Load Combinations" but this does not seem to do anything.

We just spoke about this, but I since confirmed the Special Seismic Load Combinations in Ram Frame - Steel - Special Seismic mode sometimes have up to 3 decimals (due to the inclusion of SDS), e.g. a combo like 1.488D + 3E. When importing into Ram Connection that factor is getting rounded, to 1.5 in this case. I confirmed that the member forces are using the combinations in Ram Connection so there could be some small deviation from the Ram Frame - Load Combination forces. I'll log an issue to carry more precision if possible (Defect 997617: Load combination load factors from Ram Frame get rounded)

I logged the enhancement request for full pen welds of the column to the base plate.
Regarding your other request to design anchors bolts with additional anchor bearing plates to increase pullout strength, I am not finding anything definitive in ACI (or online) about how to design those. If you can point me to something I can add that enhancement.
For increasing pullout strength, are you talking about plate washers on the embedded end of the anchor rods? If so, AISC SDM 3rd edition has an example of calculating that plate capacity, starting on p.4-218 (part of Example 4.5.3, SMF Column Base Design). Also, I think the SEAOC seismic manual (Vol 4, Steel) had a similar calc.
