I created a model in 3D and was having no issues with it, until I "save as" ed the file to a different name. Now when I try to "design all" members the program force-closes, and when I try to design walls in the concrete module, I get an error stating access violation and the model is no long analyzed. I am not sure how to resolve this issue and would appreciate any input. Please see attached file.

Thank you, Seth. I can't explain it, but every so often I encounter this error. It seems to resolve itself after several attempts to design the structure. The model is back to working again.
I tested with using Ram Elements 16.00.00.39 (64 bit). I reran the analysis and that was fine. You will always want to rerun the analysis after a save-as. Then I ran the design process and it is pretty slow since there are so many members (nearly 3000), but it finished for me.
I also assigned a concrete wall design to one simple rectangular wall and one with openings. This also worked fine, though the longer wall with openings did take a while to check.
I see that you also logged a service request (7000890865), and it looks like you are using 13.03.01.124 (32 bit), so updating the software version is one suggestion. If that's not possible, then I would check a smaller model, or a paired down version of this model to see if the size of it is causing your issue. If the problem is more general, affecting other models, smaller models then please generate a BugReport from the program File menu and send that.
