Seems like the graphic user interface (GUI) is failing to add the DEC 1 command in the input file even after one chooses the appropriate option in the GUI. This looks like a software glitch. So for now, I would suggest that you enter the DEC 1 manually.
Here is a sample input
LOAD 100 LOADTYPE Seismic TITLE SL IN X
COLOMBIAN LOAD X 1 DEC 1 ACC 0.05
Defect #1022585 has now been logged for this issue and it will be addressed. For the records this issue seems to be specific to the Colombian code. I tested it for the IBC/ASCE and it seems to work as expected.
